    This competition proposal aims to create a built metaphor for a culture defined by its unique ability to constantly merge and integrate diverse, heterogenous and even antagonistic influences in an effervescent and innovative melting pot. Shaped as a "cultural vortex", the project brings together an art museum and a public library into only one dynamic volume, counting on the creative clash of the two for engendering new energies, situations and scenarios.
